Housing Choice Voucher (HCV) Section 8 Program 
Below is a general description of the process once a family has applied for our HCV Program/Section 8. Under the Section 8 program, the family ​is declared eligible or ineligible based on income verifications, criminal history and other background checks by the local Housing Authority (HA). If declared eligible, the family is issued a voucher when the funds are available and they are the next on the waiting list. The family then chooses a decent, safe, and sanitary unit to live in. If the owner agrees to lease the unit to the family and if the local HA approves the unit, the HA will enter into a Housing Assistance Payments (HAP) contract with the owner to make monthly payments to the owner to help the family pay the rent.

The local HA determines the amount of the monthly housing assistance payment to be made based on HUD guidelines. Generally, the monthly housing assistance payment by the local HA is the difference between the contract rent in the lease and the tenant rent (usually 30% of the monthly adjusted family income). When the family finds a suitable unit and the owner agrees to participate in the Section 8 Program, the family must give the local HA a request for lease approval signed by the owner and family. Before the family is approved to move in, the local HA must determine that all program requirements are met, the unit is eligible and has passed Housing Quality Standards, the rent is reasonable and does not exceed fair market rent limitations and the lease is approved and includes the HUD lease addendum.

How to Apply:
You will receive an appointment to complete a full application once we reach your name on the pre-­application waiting list. You must provide all required documentation at your full application appointment.**No documents required at the time of pre-application**

In order to complete a full application, you must have the following:

  • Birth Certificates and Social Security cards on all members who will be living with you
  • You must provide us with CURRENT verification of your income (no later than 30 days)

Make sure that you supply your current correct mailing address on your application. Also, notify us in writing if your mailing address changes; mail this change to 5545 AL Hwy 87, Troy, AL 36079.

If your mail is returned as "not able to be delivered" for any reason; you will be removed from the waiting list.
